When you go to register there you inform them which area you came from and they will take of informing the registration office wher you were registered. If you need for some reason a proof that you are no longer registered in the area you will have to go the registration office to de-register before leaving the area, they will then give you a document stating that a no longer registered as an inhabitant of that area.
When you change of recidence address in the same town you will have to report that to the registration office of Padron.
The ones that decide to leave Spain to go and live in another country need to go the Padron office to report that. Then you will be de-registered and you will receive a document stating that you are no longer an inhabitant of that region.
